Supermajority Kansas Legislature sends Help Not Harm Act to Gov. Kelly, protecting Kansas kids from harmful and irreversible gender procedures.

Jan. 30, 2025 – A supermajority of the Kansas House and the Kansas Senate sent S.B. 63 to Governor Kelly today. This is the first bill to reach her desk this session. Both Chambers began this session stating that protecting children from these procedures was their number one priority for the year – affirming their commitment to protecting Kansas children.
The Help Not Harm Act, S.B. 63, ensures that minors cannot receive puberty blockers, cross sex hormones, or surgeries for the
medical purpose of treating gender dysphoria. It includes a provision to allow children who are already on cross sex hormones for this medical purpose time to wean off of the hormones. This bill has already passed in 23 states and been upheld by multiple appellate courts. It passed the Senate 32-8 and the House 83-35. It now goes to the Governor.

“Kansas children deserve better than being subjected to procedures that even proponents of the procedures have admitted are experimental. When children are struggling to embrace their biological sex, they deserve help and not harm. We need to give children time to treat underlying health concerns and receive appropriate mental health care once diagnosed with gender dysphoria rather than rushing them to experimental procedures.
This bill is about regulating medical procedures for a specific medical purpose – it is not about the specific patients who may be seeking this care. Time and time again the majority of the legislature reiterated that this language protects basic talk-therapy and allegations to the contrary are simply not true.
Legally, these children cannot consent to many other things like tattoos, smoking, or even tanning beds. There is no informed consent requirements or even basic reporting. This is a time to once again step up and protect our children. Twenty-three states have already passed similar laws. The majority of Kansans cannot believe that these experimental practices are still legal in Kansas. We thank the bipartisan supermajority that supported this bill and we call on Governor Kelly to allow S.B. 63 to become law.”
